Working Proposal: Montana Local Teacher Pathway Act
WORKING POLICY PROPOSAL — FOR REVIEW AND DISCUSSION
Montana Local Teacher Pathway Act
Montana schools, especially rural, frontier, and tribal communities, continue to face difficult staffing challenges. This working proposal would create a supported pathway for qualified Montana residents to complete teacher-licensure requirements while working in schools with documented shortages.
The proposal is not intended to lower standards. It is designed to help qualified local candidates meet those standards through structured mentoring, licensure planning, subject-area competency requirements, Indian Education for All preparation, and accountability reporting.
Core elements
- Eligibility tied to education, background checks, and a Montana school employment offer.
- A qualified mentor educator for each participant.
- An approved plan to complete remaining licensure or endorsement requirements.
- Indian Education for All preparation preserved as a requirement.
- Priority consideration for rural, frontier, reservation-community, and high-vacancy subject areas.
- Possible assistance with testing, licensure fees, coursework, mentoring, and clinical experience, subject to appropriation.
- Annual reporting on participation, completion, licensure, geographic distribution, cost, and educator retention.
Status: This is a Bullcoming Educational Services and Development working policy concept. It has not been introduced in the Montana Legislature and remains subject to legal, fiscal, educator, district, tribal-college, OPI, and Board of Public Education review.
